Challenge / Goal

The housing association of Woonbedrijf provides social housing which are at subsidized prices for the tenants. The houses are generally identical in a specific area. Due to the binding regulations, the housing association has to maintain and improve the houses in the district. Therefore, there is an agreement to enhance the average social house to an energy label B, owing to the official regulation to have an energy label.  The housing association wanted to include the tenants in the process to have a higher sense of ownership and involvement in the process. 

Solution

Instead of the traditional approach of renovating all houses at a stretch, followed by a flat rise in rent  a new process which gave tenants more decision making rights was set up.

This information was then inserted into a tool called WoonConnect. A 3D Model of the house was built in the tool, on which the different planned renovation options could be tested. The tool helps tenant make informed decisions as it shows the impact of a particular renovation - mainly percentage decrease in energy bill and corresponding increase in rent.

A renovation plan for the area was prepared based on the output of the interviews, which involved having new insulation roof, setting up more energy efficient windows, a new ventilation system, PV panels for the roof and so on.

Firstly the housing association representatives visited the tenants to have a kitchen table discussion to understand their needs with regards to renovation and provide information about the planned process.

Citizen participation

The whole process was tenant oriented - making them heavily involved in the process. From the initial kitchen table discussions - where the tenants were interviewed in the comfort of their homes to understand their preferences, to helping with understanding the tool, guiding them, getting their inputs on how and when to start the renovation work.
