Overview: Helsinki has established a set of eight ethical principles for the responsible use of data and artificial intelligence (AI). The principles are: human-centredness, transparency, explainability, fairness and non-discrimination, accountability and trust, privacy, safety, and human oversight over AI operations.​​​​​​​

The principles were formulated collaboratively over approximately 16 months by internal staff and stakeholders. The city already employs AI in various services like chatbots and library facilities, documented in the AI Register launched in 2020. Opportunities for further AI applications are being explored.
