Challenge / Goal

The project itself began on December 1, 2008, with the aim of establishing a municipal WiFi network that would provide certain public spaces in the city with free Internet access service using the IEEE 802.11/b/g standard under controlled conditions that guarantee adequate and non-abusive use of the service. Year by year the geographical coverage was renewed and expanded, with the established limitation of the flow that constituted an important brake for the deployment and use of the service. Its definitive takeoff has been with the arrival of the European initiative WIFI4EU whose objective is to provide free wifi to all Europeans, breaking the established access limits.

After two years of operation of the service and noting the enormous potential of this, as well as the great acceptance by the public, the City Council decided to carry out the 1st extension of the municipal WiFi network with the following objectives:

  • To extend the municipal public WiFi coverage to a large part of the Old Town of the city.
  • Improve the quality of the WiFi service provided in the same, integrating into a single global network the different municipal WiFi zones.

Therefore, the Logroño City Council started the project "Expansion of the Logroño City Council WiFi Zones", starting the provision of the service, in an integrated manner, in all areas, both existing and newly deployed. From that moment on, the City Council has a single WiFi network for all the deployment areas that allows the maintenance of the user's link in roaming, regardless of the initial access point.

After more than four years of operation and good reception of the services, the City Council decided to initiate a strategy to expand the municipal public WiFi network to different neighborhoods of the city in order to universalize the provision and use of the service in line with the interests of citizens expressed in various participation forums.

In 2020 it added 15 new wifi zones: Plaza del Ayuntamiento, Plaza de El Espolón, the interior and exterior of the Tourist Office, the library and the auditorium of the Casa de las Ciencias, the Rafael Azcona Library and different sites of the City Council.

In the new phase of the project, an extension to provide service to the toy libraries El Trenecito, La Comba, La Oca, El Desván, Canivas and La Peonza; the La Atalaya Children's and Youth Center, the Mendavia Training Center, the El Parque, Varea and Yagüe social centers, the Cubo del Revellín and the El Cortijo swimming pools.

Through the technological change, Logroño's municipal wifi network is expanded and improved in its more than 100 access points, which go from a download speed of 256 kbps to 30Mbps per user.
