Municipal teams often lack the specialist skills to use geospatial data. We democratise that access: staff type a question in plain Portuguese and get maps, analysis, and reports in minutes, with no technical background needed. Co-funded by ESA and in development with 3 municipalities piloting.
European satellites continuously capture data about our cities and territories, tracking urban growth, water quality, wildfire risk, and land use change. This data is often publicly available and free. Yet for most municipalities it remains out of reach, because interpreting it requires specialist expertise that many teams simply do not have available in-house.
The result is that decisions are made without the value and evidence that satellite data could provide. When consultants are brought in, analyses can take weeks and cost thousands of euros per project, making regular, ongoing monitoring and analyses unfeasible for most municipal budgets.
This gap is increasingly costly. Municipalities face growing pressure around climate resilience, wildfire prevention, invasive species, and national digitalisation targets. These are all areas where satellite intelligence could make an immediate difference, if only it were accessible.
LandOS removes the technical barrier entirely. Staff across any municipal department type a question in plain Portuguese and receive maps, analysis, and a downloadable report in minutes, with no specialist knowledge required. This turns satellite data into practical, day-to-day intelligence for planning, environment, civil protection, and beyond.
Current use cases include urban growth detection, water quality monitoring, wildfire risk mapping, invasive species tracking, and regulatory compliance, with more to be added as the platform develops.
The platform is co-funded by the European Space Agency (ESA) and currently being validated with three Portuguese pilot municipalities: Fundão, Odemira, and Mértola. By replacing costly, one-off consultancy with always-on, affordable intelligence, LandOS gives every municipality, regardless of size or budget, the same territorial insight that was previously available only to the largest.
Citizen participation is not a structured component of the current project phase, which focuses on equipping municipal teams with better territorial intelligence. That said, the platform has an indirect but meaningful citizen dimension: by making geospatial data accessible to municipal staff across departments, it supports more transparent and evidence-based decision-making that ultimately serves residents.
In parallel, LandOS operates a landowner-facing platform that directly engages citizens on land management, fire risk compliance, and environmental stewardship. Insights from that citizen-facing experience inform the design of the municipal platform, ensuring it reflects real needs on the ground.
