The solution includes the following steps:

Ongoing training, dialogue and motivation of Active Group

Training of the members of the tenant's Active Group
Participative elaboration of a project concept including the identification of e-car models to be used during project time

Market research and identification of major implementation partner (Caruso carsharer)
Preparation of framework concept
Identification of issue of interests (e-car sharing)
Identification of major partners with regard to participation (BWSG Housing Association and wohnbund:consult as a mediator – facilitator of the dialogue)
Identification of tenant's inclusion as a major challenge during refurbishment process
Citizen participation
Upon an internal feasibility analysis, tenants were invited to outreach events for basic information on a future potential service (e-car sharing) and activated to participate in the definition of the project framework (such as making the decision on which cars to purchase/lease). The Active Groups of tenants were provided the authority and competence to deal with the everyday management. Finally, the Active Groups (all tenants) are also contributing to the elaboration of the final business model upon the completion of the EU funded Smarter Together project.
