Challenge / Goal

The main challenge was the inefficiency of the existing bus route system in Wittlich, which was unable to meet the needs of the town's residents and surrounding districts. The old system had fixed schedules that were difficult to adhere to and did not offer enough flexibility for passengers who needed transport at non-peak times. Accessibility was another significant issue, with many users, particularly older individuals, finding it difficult to book and use the service. The town of Wittlich aimed to develop a more adaptable, efficient transportation service to provide better connectivity between the town center and its five districts. 

Solution

To address the identified challenges, the town of Wittlich partnered with ioki GmbH and DB Regio Bus Rhein-Mosel GmbH to modernize its dial-a-ride service. In May 2018, they launched the Wittlich Shuttle, a digitally operated, demand-responsive transport service that could be booked via a dedicated app. The app was made available for both iOS and Android, providing a user-friendly interface for easy ride booking. Additionally, a phone-based booking option was introduced to ensure accessibility for older citizens and those without smartphones. 

Two barrier-free vehicles, "Lieser" and "Mathilde," were deployed to cover flexible routes, allowing users to travel between 76 stops. A ridepooling algorithm was implemented to maximize efficiency by grouping passengers traveling in similar directions. This reduced empty trips and optimized vehicle use. The service was designed to connect seamlessly with public transport hubs such as the central railway station and bus stops, offering smooth transitions between different modes of transport. Real-time monitoring tools were introduced to enable dynamic adjustments to shuttle operations, ensuring timely responses to user demands. Finally, comprehensive marketing and public education campaigns were launched to raise awareness about the new service, ensuring high adoption rates among the town's residents.
