The City of Bologna faced numerous barriers along this path.
These include technical hurdles like time lags and gaps in real-time information collection and transmission, along with the complexities of integrating diverse systems from various service providers, encompassing payments, cultural activities, local transport, and data processing. Moreover, legal considerations related to public-private partnerships, GDPR and privacy concerns, and compliance with the NIS2 Directive have posed additional challenges. Additionally, there is a need to address the limited proficiency among some users, particularly the elderly, in utilizing mobile systems effectively. The project also encounters technical barriers linked to the specific generation or type of smart phones required for seamless system access. Beyond the technical aspects, encouraging user attitudes and behavior shifts towards embracing public transport, mobile apps, and digital payments proves to be a formidable endeavor.
Furthermore, engaging private mobility providers in collaboration with public transport entities remains challenging due to competitive dynamics and a reluctance to share essential data. It is noteworthy that private companies, driven primarily by profit motives, may not fully grasp the value of inclusivity and social cohesion, thereby necessitating a careful balance between innovation and societal impact in the pursuit of success for this vital project.
