Urban innovation rarely stalls for lack of ideas. It stalls between pilot and delivery, and that gap is now the defining challenge for cities everywhere.
The Implementation Gap: A Forum for Action brings together the practitioners, policymakers and innovators actually closing it, across housing, mobility, energy, governance, climate and the digital transition. Built by BABLE Smart Cities together with the DMI Ecosystem, this side event in partnership with the Smart City Expo World Congress follows on from the 2025 Urban Impact Lab, which brought mayors, city CIOs and urban practitioners into the same room.
What to expect on 2 November:
- Opening remarks and keynote: Alexander Schmidt (BABLE Smart Cities) and Caspar de Jonge (DMI Ecosystem) open the day, followed by a keynote from Lan Marie Nguyen Berg, former Vice Mayor for Environment and Transport, City of Oslo, Norway.
- ‘The Most Honest Panel Ever - Innovation Was the Easy Part’: A plenary on why innovation ecosystems and districts rarely change anything at city scale.
- Parallel sessions across the day, from open working sessions to closed roundtables. Including:
- ‘Escape the Pilot Graveyard’, on what it structurally takes to get past the pilot.
- 'Housing Doesn't Build Itself', on delivery under the European Affordable Housing Plan.
- ‘Death by Tender’: On buying innovation without strangling it in the procurement.
- 'Who's Actually Paying for This?', on getting a project from idea to funded.
- 'Build It and They'll Revolt?', on winning and keeping public permission to implement.
- ‘The Disaster We Saw Coming’, on why knowing a crisis is coming still does not mean preparing for it.
- 'It's Never Just Transport', on transport poverty and departmental fragmentation.
- Mayors Unscripted: US and European mayors close the day with an unscripted exchange on transatlantic cooperation, facilitated by the US Mayoral Roundtable, flowing straight into the networking reception.
- Demo Area: Throughout the day, you’re invited to explore solutions that have successfully made the leap from pilot to practice. Meet the organisations behind them, discover what it really takes to scale innovation, and continue the conversation during lunch and the networking reception.
- Healthy Cities Tour (optional): Discover how health and social aspects have been successfully integrated into urban development. Learn directly from real-life projects that show what implementation looks like on the ground.
