Buying innovative solutions is a task that takes a lot of time and effort: 

  • It takes an average of 22 months for an innovative urban solution to be procured 

  • Ca. 80% of urban innovative projects do not generate a lasting impact with the project not being started or not finished  

  • During the COVID 19 pandemic we have seen one in three tenders needing to be recalled e.g. due to technical mistakes, such as the use of proprietary standards within the requirements 

Time and costs are particularly high with innovative solutions as procurement offices tend to only buy a service once, there is little to no references available, officers are reliable on biased information from suppliers, the number of (regional) suppliers is low, there is capacity for an in-depth research or the solution has not been tested in a similar environment. As innovative solutions are often (co-) funded by other levels of government, the added requirements create additional complexity.

Importantly, we commit to your success by sharing the risk with you – most of our fee is only payable after you sign the contract with the chosen supplier.

Our Offering

The offer consists of an Application Fee and a Success Fee. Both are dependent on the size of the project/purchase to be executed. The size of the fees is part of the initial contract signed with you – which does not change with the final purchase price.

Non-Procurement Version

Product or service will be bought directly without following an open procurement process.


Process

  • Collection of city needs and background materials from the city (1 day)

  • Creation of a Fact Sheet for solution providers (1 day)

  • Sign-off on the fact sheet by client

  • BABLE collecting suppliers based on databases (best practices, companies, products) and research (3 weeks)

  • Direct engagements and negotiations with the suppliers until contract signature (2 weeks)


Application Fee

3% of the intended purchase price (with a minimum of 2,500 EUR)


Success Fee 


(payable when contract is signed)
4% of the intended Purchase price (with a minimum of 3,500 EUR)

Procurement Version

Product or service will be bought directly following an open procurement process.


Process

  • Collection of city needs and background materials from the city (1 day)

  • Creation of the technical requirements of the tender/ procurement document (2 days)

  • Sign-off on technical requirements by client

  • BABLE inviting suppliers based on databases (best practices, companies, products) and research 4 weeks

  • Replying to tendering questions and supporting the negotiations until contract signature


Application Fee

3% of the intended purchase price (with a minimum of 7,500 EUR)


Success Fee 


(payable when contract is signed)
4% of the intended Purchase price (with a minimum of 3,500 EUR)
