Overview of the NetZeroCities Pilot in Galway  

Galway’s NetZeroCities Pilot aims to systematically address barriers along the entire retrofitting value chain in Galway City by raising awareness and offering centralised support to homeowners. BABLE contributes its extensive expertise in project management and impact evaluation to guide the NetZeroCities pilot in achieving its broader impact toward Galway’s decarbonisation goals. 

 

PROJECT SUMMARY 

BABLE plays a pivotal role in managing Galway’s NetZeroCities Pilot Project by providing project management support and subject matter expertise to address key barriers to energy retrofits and accelerate the city’s transition toward climate neutrality. The team is ensuring the effective implementation of Monitoring, Evaluation, and Learning (MEL) frameworks to measure project impacts, including assessing carbon reductions, energy efficiency improvements and engagement levels among stakeholders. Through collaboration with local partners, BABLE ensures that pilot activities are strategically positioned for scalability and replicability. The organisation’s strategic guidance includes identifying systemic barriers, co-developing solutions with stakeholders, and producing high-quality, actionable content to inform decision-making and policy development.

  • Project Management: Support monitoring/reporting and stakeholder coordination to ensure efficient implementation of pilot activities. 
  • Innovative Financing Design: Supporting the development of financing models to ensure project continuity 
  • Monitoring and Evaluation (MEL): Designing frameworks to assess project progress and evaluate effectiveness 
  • Stakeholder Facilitation: Facilitating meetings, workshops and consultation sessions with local authorities, businesses and community organisations. 
  • Knowledge Sharing: Researching case studies and resources to support the project’s success and replicability

    BABLE’s involvement has directly contributed to smooth project operations and robust MEL frameworks to assess the project’s impact along key indicators. These frameworks have provided Galway with actionable insights to improve retrofitting uptake while positioning the city as a replicable model for other NetZeroCities. The success of these approaches is strengthening Galway’s ability to secure additional funding and support broader climate action goals.
