Driving urban innovation from vision to scale
What we offer

More and more innovations are making their way into our cities and our lives, at a faster pace and in shorter cycles. However, only 10-23% of urban innovation projects are successful and many of them fail to scale up from their pilot phases.

Create sound strategies and innovative responses to complex urban problems with our team of experts, while leveraging our European network:

For cities:

  • Smart City Strategy
  • Project Roadmaps for cities and regions
  • Digitalisation Strategies
  • Smart districts and living labs
  • Innovation ecosystems and smart specialisation strategies
  • Digitalisation and e-government
  • Implementation and scale-up

For companies:

  • Agile go-to market strategies
  • Use Case definition and packaging
  • Partner building and matchmaking Implementation and scale-up

In response to the speed of innovation and the challenges it brings, both governments and businesses are increasingly seeking to build capabilities to drive organisational change. In particular, 90% of municipalities see a need for additional training of their staff to develop those skills.

Empower your organisation to deliver transformational projects and build upon the collective knowledge of your team through our engaging workshops and trainings:

  • Smart City Officer Certification
  • In-house training
  • Smart City Bootcamp
  • Coaching, training and ideation workshops

The fragmentation and scattered knowledge of the Smart City market creates a need for a common and open go-to-point where ideas and implementations can flourish. The BABLE platform offers a space for Smart City leaders and practitioners to get inspiration, collaborate, and co-create tools for successful delivery of urban innovation projects.

Showcase your expertise, find partners and co-create through our platform-based services and product development capabilities:

  • Unique linking functionality: Use Cases, Solutions and Products
  • Connect: Cities, Companies and Projects
  • Ability to add own tools into BABLE Toolbox
  • Co-development of tools for cities
  • Development of own local platforms to spur local innovation

Professor Mark Boyle

Director

Heseltine Institute for Public Policy, Practice and Place

University of Liverpool, England

The Heseltine Institute for Public Policy, Practice and Place at the University of Liverpool recognises and expresses gratitude for the excellent work and report written by the international experts of BABLE GmbH and Fraunhofer FOKUS in Germany. This outstanding review of international good practices in the development of urban data ecosystems structured and capstoned an international symposium entitled, ‘Building Smart Cities with Citizens and for the Public Good’, held in March 2021. This has proven invaluable in helping the Liverpool City Region accelerate its transition to a smart, data-driven economy. We thank especially the authors-  Alanus von Radecki, Nikolay Tcholtchev, Philipp Lämmel, and Gretel Schaj - for calling attention to the key issues which cities and city regions need to confront when embarking upon a comprehensive digital and data transformation and for navigating these issues especially effectively.

Karen Coughlan

EU Project Officer

Southern Regional Assembly

Ireland

The Southern Regional Assembly, Ireland worked with BABLE to advise us on the development of a framework for a regional approach to Smart Specialisation Strategy. This work involved extensive consultation across a wide spectrum of stakeholders via structured interviews and workshops followed by an in-depth SWOT analysis of the outcomes. This was pioneering work for the Southern Region of Ireland and BABLE guided us through what was a very complex process with ease. The results have exceeded our expectations and we are already starting to see the benefits. The BABLE consultants were a constant source of knowledge and were hugely committed and motivated.

We look forward to working with BABLE on future projects.

Oriol Barba Suñol

MedCities Director

BABLE gave an excellent overview about sustainable and smart urban mobility in the context of Mediterranean cities. The team members showed a rich knowledge from theory to practical and real-life implementations. We had the pleasure of having the BABLE training for our Medcities community and further mentoring services for 3 specific cities; namely, Monastir, Tataouine and Sfax.

Throughout our entire experience working with them, they were very professional and delivered an extremely high quality of work. For instance — their vast international Use Case database and knowledge, their attentive and regular follow-ups as well as their technical advice. A great partner to work with!

Working alongside BABLE Smart Cities has been a fantastic experience so far. I really like the fact that I can showcase our project and checkout what Smart Cities-related projects other companies are working on. But most importantly, their knowledge, expertise, and enthusiasm about development of Smart Cities has been a true source of inspiration for me personally and for BikeTrace as a company.

Philipp Lämmel

Research Assistant and Project Manager

Fraunhofer FOKUS

Berlin, Germany

Making a city more efficient, sustainable, socially-just and technologically advanced are the core themes of the Smart City vision. It is of central importance that the Smart City is much more than the distribution of various technologies in the city. It is also about organizational aspects and changes in society as well as urban culture. For example, we investigated and developed recommendations together with BABLE for the Liverpool region.  The resulting positive changes make me look back on this project with pride and satisfaction, knowing that we have had a lasting impact on the city's development. With the BABLE team consistently delivering excellent work, I look forward to more exciting joint projects as we support cities on their journey to becoming smarter cities.

Take a look at our diverse array of projects...

Belfast Smart District Roadmap

The Belfast Region City Deal (BRCD) provided Belfast with a unique opportunity to shape the future of its digital innovation ecosystem through national and regional co-funding. BABLE worked together with the City Innovation Team to develop a coherent and robust digital innovation programme and roadmap for Belfast. The project leveraged on the BRCD to develop a lighthouse smart district as a testing ground in a real-life environment, addressing the most pressing issues of the city. It was complemented with governance and oversight mechanisms, data principles and policy frameworks to facilitate the development of local digital ecosystem. The project brought together the strategic vision from the city leadership with the ideas and goals of local stakeholders through an 8-month long co-creation process involving more than 200 local and regional representatives to build a 10-year implementation roadmap with more than 100 planned projects.

Decarbonisation Roadmap for Leipzig

The city of Leipzig and its stakeholders have an ambitious goal to become a carbon-neutral city by 2050 and to phase-out from lignite as a fuel source by 2030. These goals require disruptive changes in the energy supply portfolio considering the status quo of the local energy system. Funded by the EIB Advisory Hub under the umbrella of the URBIS framework, BABLE - in collaboration with the city, local Utility and the University of Leipzig – developed a Smart Energy Scale-up Roadmap to guide an ambitious 30-year programme to transform the energy system of Leipzig to be carbon-neutral by 2050. Created through a stakeholder co-creation process, the roadmap identifies key technologies, outlines major technological development milestone, and prioritises the technologies that have the greatest potential to be upscaled in Leipzig’s local context as well as significant CO2-reduction potential.

S3 for the Southern Region of Ireland

The Southern Region of Ireland has an ambition to achieve their vision of a resilient, inclusive, sustainable and competitive economy by using an innovative policymaking approach known as Smart Specialisation (S3). In collaboration with the Southern Region Assembly, BABLE developed a regional approach for S3 in the Southern Region. Through a stakeholder co-creation process and informed by an in-depth analysis of the macro-economic data for the region, BABLE identified the economic strengths of the Southern Region and the potential priority areas for regional specialisation through an evidence-based approach. The identified priority areas build on the regional strengths and capabilities, align with the emerging market needs and have the potential to transform economic structures in the region.

SPARCS

SPARCS is an EU H2020 co-funded project that brings together 30 partners from 8 European countries to demonstrate the social and economic viability of carbon-neutral, energy positive cities and communities. The project has two Lighthouse cities (LHCs): Espoo (Finland) and Leipzig (Germany) with significant funding to implement solutions to support their net-zero ambitions.  It also includes five Fellow Cities (FCs) of Maia (Portugal), Reykjavik (Iceland), Kladno (Czech Republic), Lviv (Ukraine) and Kiffisia (Greece); these cities are learning from the LHCs’ experiences and building on these learnings to implement socially and economically viable pilot projects without EU co-funding.

Within this ongoing project, BABLE has developed and delivered a 6-month long Smart Cities and Urban Energy certified training to the representatives from participating cities and has also created neutral information packages about the technical solutions proposed for implementation. BABLE is now supporting the LHCs with upscaling existing solutions and the FCs with replication and piloting a joint cross border procurement process for smart city solutions.

ENTRANCE

ENTRANCE is an EU H2020 co-funded project that aims to reduce the European CO2 emissions and pollutants caused by the transport and mobility sector. To achieve this aim, the project offers a common and legitimate European Matchmaking Platform and complementary off-line services designed to mobilise financial resources to accelerate the market access and scale up of “first of a kind” sustainable transport solutions. The overall concept and focus of the ENTRANCE project lies in the “supply-demand-finance” triangle that is envisaged to connect and align the needs and interests of all transport and mobility modes and all relevant stakeholders. Within the project, BABLE is serving as a leader in the platform development, operation and commercialisation, contributing the company’s expertise in mobility solutions and underlying structural ontology from its smart cities platform.

Liverpool City Region

Considering the Local Industrial Strategy and the growing importance of AI and big data to the local economy, the Liverpool City Region (LCR) realised the need to audit the existing LCR data landscape and infrastructure and to scope new models of data production, gathering, stewardship and sharing.

To support Liverpool City Region Combined Authority in harnessing the potential of its data ecosystem, BABLE with support from the Fraunhofer Institute reviewed international best practices in the development of urban data ecosystems. The resulting study provides an overview of innovative strategies, policies, investments, and projects undertaken by other similar cities and regions across the globe, as well as the important lessons they have learned in the process.

Potsdam

The city of Potsdam had an ambition to be a leading Smart City in Germany and to secure funding from the German national government’s ‘Modellkommunen Smart City Program.’ To support this ambition, BABLE, together with the city, the chamber of commerce and the local utility companies, ran a co-creation process to develop a preliminary Smart City Strategy for Potsdam and to develop the funding application for Modellkommunen Smart City. Based on a structured analysis of the status-quo, the city’s strengths and inputs from various stakeholders, key focus areas for the Smart City Strategy were identified. The successful application, developed by BABLE together with the local partners and in coordination with the political executive, helped Potsdam to secure 10 million EUR in funding to develop a detailed Smart City Strategy and to implement several Lighthouse Projects in the city.

Ettlingen

Ettlingen, a town in the south of Germany, had congestion and air pollution challenges in the old town centre caused by the high volume of delivery vans. The town authorities wanted to tackle these challenges while enabling the development of new business models to support the local innovation community (especially SMEs). BABLE contributed to the materialization of this ambition by supporting the city and the local innovation community in realising a Last Mile Logistics project. BABLE facilitated the formation of a project consortium, supported financial planning, coordinated acquisition of funds to realise the project and aided in proposal writing. The impact of the project in reducing environmental pollution, accidents and illegal parking is currently being monitored and evaluated.
