Challenge / Goal

The current Via Egnatia layout prioritises motorised traffic lanes, but policymakers aim to reduce the space allocated to vehicles to enhance the quality of life by prioritising active mobility and public transport. The planning tool will provide a data-driven analysis of the current conditions, forming the baseline to simulate alternative designs for cycle lanes and bus lanes, while evaluating comfort and road safety. This process will support evidence-based decision-making for urban planners to optimise the design, usage, and management of public space, shifting focus from cars to active mobility.

Solution

The software tool enables a comprehensive understanding of both current and future risks to vulnerable road users, such as cyclists and e-scooter riders. To assess the road safety performance, it integrates the independent and international CycleRAP standard, a methodology based on the crash factors and severity attributes to calculate the safety performance of different types of potential conflicts with all the mobility modes (motorised traffic, other bicycles, pedestrians, objects, etc).

The solution combines a mobile app for geolocated image collection, a software platform to analyse over 40 parameters related to urban infrastructure, and a city dashboard that creates a digital twin of the cycling network.

The deployment of the methodology is divided into four main steps: 

  1. Automatic geolocated image collection: Automatic, geolocated image capture every 10 meters using a mobile app while cycling through the designated network.

  2. Analysis of 42 technical parameters: Examination of the cycling infrastructure (i.e. delineation, lane width, type of intersection, etc) using computer vision techniques like object detection, image classification, and semantic segmentation.

  3. Dashboard Visualisation: a digital twin of the cycling network that provides information about road safety performance and real-world information about other infrastructural details.

  4. Simulation of Scenarios: Pre- and post-implementation scenarios, using CycleRAP recommendations, simulate the safest and most comfortable cycling infrastructure design.

The project has been applied to other cities with very different contexts such as Copenhagen (cyclists are 48% of modal share) or Abu Dhabi and Skopje (<1% of modal share).

Citizen participation

Citizen engagement is an integral part of the process. The image collection phase allows citizens to actively participate by using the mobile app while cycling, thus contributing to the assessment of the current infrastructure.

In addition, the dashboard outputs are presented to active mobility users and citizens in workshops and focus groups to engage them, enabling their feedback to refine the methodology for the local context in Thessaloniki.
