Tartu has always been known as an art city. As the home to an art college, many art galleries and museums, and an international street art festival, creating more public art in Tartu was the plan since the inception of the SmartEnCity project. As the SmartEnCity project became the first in the world to pilot renovating khrushchyovkas (Soviet-era apartment buildings) into smart, zero energy apartment buildings (smartovkas), it was also important to highlight this neighborhood and to acknowledge the efforts of the housing associations that took part in this pilot. Creating art on and around the renovated smartovkas has turned the neighborhood into a type of public art gallery that can be enjoyed by residents and visitors alike.
Lösungen
Planning and carrying out an international call for engaging artists;
Specifying the requirements of the art solutions with the city;
Assigning professional art curators to meet with each housing association and clarify expectations;
Proposing artists for each housing association and assisting the residents in making a decision;
Specifying the designs with the housing associations, artists and the city government;
If the artist does not or cannot realize the design themselves, then contracting a service provider to install the chosen artwork (mural, sculpture).
